The article outlines the procedure for interaction between the Person of the decision-maker (LPR) and the council of experts under him, who, at the request of the LPR, develops and offers him a single agreed-upon solution. The purpose of the procedure is to reduce the possibility of manipulating the decision-making process through the use of special mechanisms of the theory of active systems and the voting procedure, as well as supporting decision-makers in the decision-making process by offering him one best solution from all the many alternative solutions worked out by the expert council members.
