Service contract as a basis for the emergence of service and labor relations

The article considers the service contract as one of the grounds for the emergence of service and labor relations; attention is paid to the different opinions of scientists about the industry of relations related to the state civil service. As a result of the analysis of the current legislation, it is concluded that it is necessary to improve the norms of the Federal law № 79-FZ "on the state civil service of the Russian Federation" concerning service and labor relations.
