Smart city: managerial aspects and competencies of smart city manager

The paper justifies the difficulties associated with the implementation of Smart City (SC) projects. The author determines the role of smart city manager (SC-manager) in the implementation of these projects and his competence, and gives an overview of the main foreign educational programs that provide training for specialists in this area. The article shows that the phenomena of SC and SC manager cannot be considered in isolation from public administration as a whole, despite the temptation to confine themselves to their technological aspect. Changes occurring both in public administration in general and in SC management, in particular, are a reflection of a qualitative leap that relates, on the one hand, to the dynamics of the increasing complexity of social life and increasing needs, on the other hand, of the dynamics of technological changes that occur in the information society. It is becoming increasingly obvious that the harmonization of these needs and opportunities can be carried out, first of all, on the base of communications between the state and society. As it seems to us, that in this direction the process of conceptualizing of SC managerism is going on.
