Smolensk oblast - the "judicial revolution"

This article examines the topical issue related to the judicial revolution on the example of the Smolensk region. This article analyses the current state and recent transformations of some institutions of the judicial system particularly those affecting the procedure of functioning of courts of general jurisdiction at the level of cassation and appeal proceedings taking into account amendments in the current legislation. In conclusion, the author concludes that further changes in the judicial system should focus on a number of issues: the introduction of a new measure of disciplinary responsibility of judges; definition of criteria for distinguishing judicial error and disciplinary misconduct of judges; introduction of automated systems for distribution of cases among judges; technological modernization of justice; introduction into criminal law the concept of criminal misconduct; accompanying judicial reform with appropriate measures to modernize «related» structures.
