The meanings of traditional spiritual and moral values in official discourse

The article examines the meanings of traditional spiritual and moral values presented in the Constitution of Russia, strategic planning documents and messages of the President of Russia using the method of discourse analysis. Based on the identified meanings, the 17 spiritual and moral values were divided into 3 groups. The traditional values include patriotism; service to the Fatherland and responsibility for its fate; high moral ideals; a strong family; the priority of spiritual over material; charity, collectivism; justice, mutual assistance and mutual respect. Modernist values include life; human rights and freedoms; humanism. The following values fall into the category of transitional values from traditional to modernist values: dignity; citizenship; creative work; historical memory and continuity of generations; unity of the peoples of Russia. The author concludes that combining three different groups into one set of values allows for flexible policy depending on current contexts, internal and external challenges.
