Ownership of land in the Russian Federation: private and public interests

The author considers the problem of correlation between the interests of society and government in the formulation and implementation of post-reform land laws of Russia. Analyzes errors committed by the reformers of the first wave because of ignoring the interests of the public, neglect of their own historical experience and direct borrowing of Western values. Proposes measures to harmonize private and public interests in regulating the relations of land ownership.
