The state social function under current conditions

The article reveals the social function content of the state under current conditions. It shows the impact of such key factors as the globalization, the transition of post-classical scientific paradigm, the economic crisis on the implementation of this function. There is analyzed interrelation of the state social function with the notion “social state”. The main tasks of the state social function are revealed. The article author's approach to the notion “state social function” is stated. According to the article author, the state social function existence is objectively derived from its nature. At the same time, some scholars are considered the very notion of a social state as a myth that has timeframes of its existence and substantive content. There is determined the interrelation between the state social function and social rights of the personality. According to the article author, these rights are acted as a reference point, as well as coordinates system, which are implemented by the state social function. There is raised issue of the social legislation codification as a basis for more effective and full implementation of the state social function. The article shows the moral content of the state social function and its compliance with the domestic legal tradition. There is presented a broad understanding of the state social function, grown out of the social security system institution. There is emphasized the integrating role of the state social function, its importance for the state power legitimacy. The article emphasizes that the globalization process is determining the cross-border nature of the state social function under current conditions. Globalization puts social problems from intrastate to international, thereby their value is increasing, and states responsibility for social well-being of the population is growing
