Social infrastructure as a factor of regional development

In the article a concept of social infrastructure is specified, its features and key elements are pointed out. The author develops and offers a technique of estimation of social infrastructure elements of regions. Using the given technique the estimation of development level of social infrastructure in sphere of public health services and education on an example of Kurgan, Sverdlovsk and Chelyabinsk regions is made.
