The article is focused on the topic of youth in sociology, which has been little explored and hardly articulated in the public space. It appears that social exclusion, which habitually categorizes societal discrimination and social deprivation and has the consequence of inequality of citizens' access to social resources, is involuntary in the youth environment. On the basis of conceptual understanding and analysis of empirical material, a new facet of social exclusion as a factor of distancing youth from power and social institutions is determined, as a result of which the self-organization of this social group is focused on informal regulators that give it spontaneity and randomness, which create a deficit of institutional trust and opportunities for youth participation in developing principles of state policy implemented in relation to it, preparation and implementation of relevant social and economic policies.
