Social policy of the state: personalized medicine as part of the Russian healthcare system modernization (concept and practice of the Perm region)

The study identifies theoretical and practical aspects of the introduction of personalized medicine in the Perm region. Personalized medicine is considered in the context of the Russian healthcare system modernization as a mechanism for resource optimization, caused by the state's desire to cut costs of social policy in the new socio-economic and political paradigm in the post-Soviet period. The paper is based on the official sources of information and the results of a sociological survey of medical personnel, conducted by the author in 47 medical institutions of the Perm region. Issues such as the definition of personalized medicine, the main directions for its development, economic feasibility of its implementing are considered. The current drafts are presented, the problems of their realization are identified. It is concluded that the process of implementing personalized medicine is still at an early stage. Problems relate to the lack of qualified specialists and material and technical resources, underfunding and high cost of paid services. The ambivalent attitude of medical personnel to personalized medicine is noted.
