Social equity as an element of the system of political regional governance

The paper considers the conception of social equity in the context of political and social administration of the regional communities. The author reveals social equity as a socio-political category. Social equity is the critical mobilizing factor and socio-political tool under the conditions of institutional mechanisms providing ideals of justice. Social movements, political parties, communities play the key role in this process. The paper analyses the role of conflicts as the tool of socio-political development of the local communities, which stimulate socio-political relationships. Empirical data of the paper demonstrate that ideas of social equity or injustice are not homogeneous. They differ in diverse regions, social groups and strata, as at home so abroad.
