Social employment of disabled people in the Russian Federation and international norms in the field of employment of disabled people: problems of implementation

The article is devoted to the scientific and practical understanding of a new phenomenon in the field of employment of people with disabilities in the Russian Federation - social employment. The concept of social employment of persons with disabilities is examined, its possible forms are analyzed. Through the prism of international legal regulation of relations on employment of persons with disabilities, the effectiveness of existing Russian legislation in this area is assessed. It is proposed to consider the social employment of people with disabilities in two main forms: as the implementation by persons with disabilities of labor activity in the open labor market, subject to the reasonable adaptation of jobs to the special needs of the disabled person; as temporary employment of persons with significant impaired functions of the body to specially created jobs for them in order to perform simple types of work with the help of a mentor. It is concluded that the objectives of the UN Convention on the Rights of Persons with Disabilities are most suitable for the social employment of persons with disabilities in the open labor market through the reasonable adaptation of jobs.
