The problem of cross-subsidy and its influence on energy saving is studied. Consumption of energy resources for the dwelling house and payment for them at current energy rates and the rates ensuring complete recovery of economically sound costs are analyzed. Cost efficiency of applying energy saving technologies in housing construction is calculated. World-wide examples of financial support of energy saving are considered and the variant of stimulation of energy saving technologies application for the population is proposed.
