Socio-economic problems of local self-government on the example of the federal city of Saint-Petersburg

The article deals with topical practical issues in the field of socio-economic development of local self-government bodies in federal cities on the example of Saint-Petersburg, including in connection with their entry into the unified system of public power in the Russian Federation. An important role in this issue is also played by the legislative component, which gives cities of federal significance a special status, which determines the peculiarities of the formation of issues of local importance and the powers of local self-government bodies that contribute to the solution of socio-economic issues in society. The identified existing problems arose in connection with the cassation ruling of the Supreme Court of the Russian Federation, as well as the preparation and consideration of the draft Federal Law № 40361-8 “On the general principles of the organization of local self-government in a unified system of public authority.” The author suggests modern topical approaches to solving the existing problems and contradictions in terms of the socio-economic development of the local government system in federal cities on the example of Saint-Petersburg.
