The article defines the essence of human potential as the most important economic category, characterizing the system of socio-economic relations among people in the process of strengthening, mobilizing, improving and realizing their abilities, accumulated funds and reserves of their various capabilities under certain institutional conditions of the socio-economic environment. It is noted, that human potential is an integral form of various overt and covert abilities of a country's population and reflects the level and possibilities of development of its citizens under certain natural-ecological and socio-economic conditions, characterized by the formation of an environment that allows creating conditions for the realization of human capital. The article highlights the most important components of its development such as: demographic; health component; educational; labor; cultural; competitive; innovative; civil; spiritual and moral; social. The state and structure of the human potential in Russia and other countries are considered, regional features of human development in Russia are analyzed and identified; the necessity of state regulation of reproduction, effective use and development of human potential is substantiated...
