Socio-economic effect of ontological analysis when creating information systems

The concepts of social and economic effects associated with the introduction of information systems at the main stages of their life cycle are considered. When creating and implementing information systems, the importance of ontological analysis of the subject area is noted, which has a significant impact on the efficiency of the functioning of these systems. An attempt has been made to assess the effects under study. Examples of effects assessment are given, and with absence of ontologies of subject areas during the creation and operation of information systems, the assessment of losses are provided. For systems using mathematical models of objects, it is important to create parameterized models to avoid re-constructing them by changing the values. This allows automatically rebuilding models at different parameter values without creating new ones. The laboriousness of constructing parametrized models "pays off" by their repeated use and a significant reduction of routine work of highly qualified specialists. On the example of the procedure for enrolling applicants in Russian universities, estimates of unproductive economic costs, which amount to billions of rubles, and social costs are carried out. It is shown that an adequate account of all attributes of entities in an ontology makes it possible to build on its basis an information system capable of effectively solving the problem of information processing in an automatic mode.
