Social-economic development of regions in the conditions of transformation of the economy (on the example of the Altai territory)

Relevance. In the coordination of the transition process to a market economy, the role of the state was sharply weakened, this contributed to the destructive results of privatization for industrial and agricultural production. Within the framework of the Federal State Regional Policy, smooth territorial disproportions were mitigated through selective support of certain constituent entities of the Russian Federation through direct and indirect regulation. However, the delay in decision-making, the global crises and the default of 2008 did not allow us to take effective programs to support problematic and depressed regions at the federal level. According to a number of Russian experts, today the problem of transforming the reproduction of industry in the trends of economic development is not sufficiently studied, and this topic is widely discussed and is very relevant. Methods. The article deals with subjective obstacles to the development of industry, which continue to hamper its successful integration into the global division of labor. The dominance of the principles of economic liberalization, in particular the rejection of price regulation and the opening of markets, have created new problematic signs of Russia's post reform economy. These problematic signs led to the differentiation of industry activities and the entire economy of the Russian Federation, which for two decades transformed the types of production in the regions themselves. The transformation of price proportions in the same period, caused by the liberalization of foreign trade, contributed to the process of differentiation of economic sectors in terms of financial status. To equalize the indicators of investment activity in the article The main approaches to the transformation of the economic structure of the regions of the Russian Federation are presented. Preserving the current principles of the budget and monetary policy of the government actually leads to the refusal to rapidly increase production in the real sector and to meet the challenges of the social sphere, as high transaction costs that significantly affect the economy in the region arise. Results. At present, in order to develop all types of economic activity, it is necessary to conduct research and maximize the development of the employment structure of the population in the regions in industry, which directly affects the socioeconomic situation of the subjects of the Russian Federation. Carrying out the analysis of social and economic development in the region in the conditions of economic transformation, it turns out that in order to maintain the required level of competitiveness, enterprises must maintain a high rate of technology change and basic indicators of output. Technological innovations should be aimed not only at ensuring the required product parameters, but also at reducing unit costs per unit of output.
