The sphere of interaction of public organizations with self-government institutions extended in overwhelming cases only on the solution of local household questions. I stopped the attempts of unauthorized relationship which are beyond their powers, the power. Weren’t guilty of such nature of contacts the societies which were under administrative and police control, territorial or city self-government institutions which competence wasn’t beyond the solution of economic affairs. In this regard, cooperation was possible when the field of activity of public organizations or was closed with direct functions of a zemstvo and City Councils, or acted according to a state policy. The zemstvo gave help to public organizations, allocating funds not only as annual grants for maintenance of their activity, but also for separate target programs and projects. Societies of agriculture, fire societies and teams and societies of a relief aid to educational and educational institutions used very often financial support of a zemstvo and City Councils.
