Social development of the region (historical experience of pre-revolution Far East)

By case study of the Far East, the article describes an algorithm of formation of pre-revolution model of society development based on the establishment and activities of public organizations. The dynamics and general principles of cooperation between the local authorities and non-governmental organizations are reviewed. The author suggests considering the historical experience of the non-governmental organizations as administrative level of public institutions in modern conditions.
