Social assistance practices in a transforming society: pros and cons

The problem of vulnerable population groups is exacerbated in the conditions of a transforming society, and as a consequence, the debates about the nature and areas of the necessary social assistance practices become more intensified. Over the decades supporters and opponents of the social assistance practices do not stop argue, each party advances valid arguments. The paper analyzes the main existing opinions on the issue under consideration. The author comes to the conclusion that there is a need to develop an optimal scientific conception covering the implementation of social assistance practices.
