Socio-Legal and Psychological Issues of Optimizing the Activities of the Staff on Duty During the Work Shift (Using the Example of an Operational Duty Officer)

The article deals with topical issues of optimizing the activities of the staff on duty in the aspect of the study of socio-legal functions and psychological characteristics. Materials and Methods: the research is based on the dialectical method of cognition, which reveals the social reality, professional activity and its participants in their interrelation and interdependence, which determines the dynamics of the studied phenomena. Results: a systematic analysis of socio-legal and psychological features in their interrelation in the content of professional activity and in the personality of its subject (using the example of an operational duty officer) has been carried out. The key element in the activities of the duty station as an operational professional structure in terms of the constructive implementation of the tasks is the personality of the operational duty officer. He is involved in the reception and registration of applications and messages, participates in ensuring prompt response. In addition, the duty station manages the forces and means of the police in the assigned territory, performs the function of information support, which is necessary for operational decision-making and management of police actions, organizes interaction with other authorities, public organizations and citizens to ensure law and order and security. The duty shift monitors the activities of the police services. Finally, the duty station is involved in ensuring the rights and legitimate interests of citizens. Each area of activity of the duty station has pronounced psychological characteristics. Discussion and Conclusions: the psychological characteristics of the participants in the activities of the duty station are manifested in the content and nature of the official actions performed by employees, in the personality of citizens who contacted the police or were brought to the duty station from the scene, and finally, respectively, in the individual identity of the executive officer, as well as in the specifics of communication and the process of interaction of all participants in a particular work situation in a dynamic macrosocial context. The analysis of the problem in the chosen context makes it possible to understand the prospects for the qualitative development of the professional activities of the duty station staff in terms of its optimization due to the interrelation of socio-legal functions and psychological characteristics of all involved participants.
