The social state in Russia: constitutional principle and practical realization

The article considers the issues related to the implementation of the constitutional provisions on Russia as a social state. The author analyzes the experience of building a social state in the pre-revolutionary Russia and USSR. Special attention is paid to the post-Soviet period. The author proves that the reformers of the 1990s, the liberal model of the social state, which provides minimization of the social functions of the state, the sharp reduction of social expenditures, does not correspond to the historical and cultural traditions of our country and is not conducive to the effective decision of social problems, and therefore in need of significant revision.
