The social credits and economic modernization

The Russian Ministry of Health and Social Development initiates the draft of the New Law about presentation the loans for population under lien in the banks of the pension savings. There is an active discussion around this idea. However Ministry proposals concern only medical treatment paying and mortgage as the items for this kind of the cheap loans. From the foreign experience we know that the potential is much greater.
