This paper considered societal development and household & personal services in towns of Dagestan, and the part the public authorities had taken to improve the social standing of urban inhabitants. The paper demonstrated establishing of household & personal services in towns of Dagestan in difficult times that made it possible to improve the social environment of urban inhabitants.
