Social ideas V.I. Grinevetsky and their embodiment in the GOELRO plan

The article analyzes the State Electrification Plan of Russia (GOELRO plan). This historical source is of interest in the context of the Soviet economic policy of the 1920s, because it makes it possible to understand the availability of alternative approaches to transformations, reveals the readiness of the communist government to cooperate with bourgeois experts, the willingness to accept their professional recommendations. The document, along with the feasibility studies, contained proposals on the need for social change in the country and influenced the preparation and implementation of the NEP.
