From the perspective of the conceptual foundations of sustainable development, the intensification of production activity in the regions of the Russian Arctic, associated with the implementation of large-scale investment projects, actualizes the issues of achieving the long-term social sustainability of territorial local communities. This situation requires attention to the coordination of actions of state and municipal governance systems to implement sustainable development goals. The relevance of this study is associated with the need to overcome the threats to the socio-economic development of the regions of the Russian Arctic. The purpose of this study was to substantiate the social risks associated with the implementation of sustainable development goals by the Murmansk Region, as a region in the Russian Arctic. It has been revealed that social risks to the implementation of sustainable development goals in the Murmansk Region include social tensions in the labor market, a lack of professional staff and problems of youth employment, low living standards, and negative trends in public health due to environmental factors. The scientific novelty of this study stems from the need to promptly identify emerging threats to the sustainable development of regions in the Russian Arctic as part of improving Russia’s state policy in the Arctic. The prospects for further research are associated with the need to solve socio-economic and managerial problems aimed at achieving long-term social sustainability of territorial local communities in the regions of the Russian Arctic.
