Social standards in the pension security of the Russian Federation

The study reflects the results of the analysis of the literature on the issue of social standards of quality of life of the population. There is a lack of consolidation of the concept of social standard in Russian legislation. Describes the emergence of the concept of "minimum social standard" used by official bodies, given its definition. The approaches to the definition of a social standard and the standard of quality of life proposed by leading Russian scientists (in particular, employees of the All-Russian Center for Living Standards) are considered. The features of the formation of a system of social standards at the state level are described; reflects the areas in relation to which systems of minimum social standards are formed. The characteristic of alternative (proposed by Russian scientists) systems of social standards / standards of quality of life of the population is given. In order to regulate the socio-economic development of the country and the region, the need to form various standards of the quality of life of the population is justified: an objective and subjective character; current and reference; All-Russian and regional.
