Social control over crime: what has to be done?

The article is devoted to a review of the materials of the XXXII International Baltic Criminology Conference, which was attended by leading Russian and foreign scientists-criminologists, who discussed a wide range of problems directly related to the state and prospects of modern criminology and criminal law in the context of increasing globalization and rapid technological progress. The history of the Baltic Criminological Conference is signifcant in many respects; its beginning is connected with the holding in 1987 of the frst conference of Soviet criminologists from Leningrad, Estonia, Latvia and Lithuania in the Estonian city of Tartu. The preface to the collection of materials of this conference says: “The proposed collection is written by a team of like-minded people. While disagreeing in particular, the authors nevertheless agree on the main thing - in approaching crime as a social phenomenon, as a manifestation of destructive processes in a social organism”. Since then, the Baltic Conference has been held annually alternately in Latvia, Lithuania, Estonia and St. Petersburg. It was here on June 21-22, 2019 in the Russian State Pedagogical University named after A. I. Herzen held the XXXII Criminology Conference, in which, along with Russian scientists (from Kaliningrad to Vladivostok), criminologists from Latvia, Estonia, Lithuania, Poland, Germany, the Czech Republic, Slovakia, Serbia, Israel, the USA and China took part.
