Social tourism in Russia: the project approach in implementation

Social tourism implements the basic social functions and supported by state and nonstate financial institutions. The various approaches to understanding the concept of «social tourism» evidence that it is dynamically changing. The activities of the state and various projects in the field of social tourism contribute to the theory and methodology of this type of tourism from science and practice. The social and tourism policy are the basis of state regulation of social tourism. In Russia, the project approach has received significant government support. It is based on the most important policy documents (the Federal Target Program «Development of domestic and Inbound Tourism in the Russian Federation» for 2019-2025 , the Strategy for the Tourism Development in the Russian Federation for the period up to 2035, the national project «Tourism and the Hospitality Industry», etc.), which confirm the priority of tourism development for the country's economy. Social tourism projects are implemented at the state, regional and local levels. The possibilities of these projects vary among Russian regions. But there are projects in Moscow and Moscow Oblast, the Republic of Tatarstan, Krasnodar Krai, etc., that can become model for other regions of the country.
