The process of studying the current state of the education system and predicting possible directions for its further development cannot be carried out outside the socio-economic context and without taking into account the interests and needs of all social actors in the field of education, that is, the content of social and State orders. The article is devoted to theoretical and practical issues of social order in the field of education. Special attention is paid to the difference between the concepts of «social order» and «state order.» Based on the purpose of the article, the author specifies the essence of social and state orders, determines the content of the social order in the vocational education system of the Orenburg region. A regional social order is a request from those who, along with the State, provide resources in the field of education. Applicants and employers in the region are a special social group that has its expectations from the education system. The content of the social order on the part of the subjects is largely not the same, which suggests that social interests are multifaceted...
