Sociological analysis of the state policy in the sphere of culture in the Ulyanovsk region

The article examines the properties and effects of cultural activities in order to determine the socio-economic identity and institutional environment in the field of culture, in which cultural norms and traditions are formed and observed. The spiritual life of society is largely formed within the boundaries of the sphere of culture, which determines the prerequisites for the formation of the intellectual potential of the nation, which explains the role of this sphere from the standpoint of the dynamics of modernization and development of social relations. As a result of the mutual influence of the cultural and social system, it is possible to observe cultural change, which can, in turn, lead to the transformation of social values. The mutual influence of these systems can be observed through the example of such forms of institutionalization of culture as language, communications, traditions and rituals, legal norms and knowledge. At present, the role of the cultural industry as an institutionalization mechanism is growing, where, through technical devices for copying and publishing, there is a massive promotion of cultural achievements, which makes the cultural industry a significant element of management. At the same time, the sphere of culture as a social phenomenon is not yet fully understood at the theoretical level, which makes it difficult to form this sociological category and limits the possibilities for the development of various forms and types of sociocultural activities within the sphere of culture. The study of this phenomenon from a scientific point of view is especially important in order to recommend the evaluation of the results of cultural activities in market conditions and the development of effective cultural policy measures. At the present stage, the Government of the Ulyanovsk region and the authorities are actively engaged in the cultural policy of the region, which is based on the principle of forming a new cultural policy related to the global task of not only modernizing the infrastructure of the cultural sector, but also the way of life of people, their thinking. To understand the social aspects of the state policy in the field of culture, a content analysis of the fundamental documents that determine its implementation in the Ulyanovsk region was carried out.
