The contents and structure of activities for land resources management in Russia and the EU in national framework of qualification formation and the educational standard for training in the field of land resources management and land relations

The agrarian transformations in Russia changed the essential parameters of a land system. This led to the change in the whole system of land resources management and land relations. However the contents and mechanisms of management mostly remained since the pre-reform period. Therefore, there is an urgent need of their improvement. On the other hand Russia is rather closely integrated into the world economic system, that's why any improvement has to correspond to the general world development tendencies in a certain spheres of economy. The program "Tempus-Elfrus" solves the problem of interface of education in the sphere of land resources management of Russia and the EU countries. To identify possible and admissible change in the content of the training it should require correlation of conceptual apparatus used in these countries. The control system of land resources management and the land relations of Russia and the EU have much in common, however, there are differences in its structure and the maintenance of components. This work aims at studying and comparison of a conceptual framework in the field of land resources management and land relations in Russia and the EU countries; establishment of the acceptable changes in mechanisms of land resources management and land relations in the Russian Federation. According to this study the technology of transition from the 129 НАУКИ О ЗЕМЛЕ national framework of qualification to the professional and educational standards is offered. The technology of curriculum formation is shown on the example of the educational standard "Land use planning and cadastre": from the types of jobs in the professional standard to the types of professional activity in the educational standard and through the competences to basic training units. This approach is recommended to use when forming the federal state educational standard of the higher education in compliance with the introduced professional standard.
