The content of the effectiveness of local self-government

It is shown that the general goal of local self-government, which determines its effectiveness, cannot be quantified, can be described through a set of results of a particular order that have a quantitative expression, but in this case the conditions for optimizing resources are not achieved, in the absence of the possibility of coordinating particular results. For local government, the key resource is the budget, the return of resources to specific goals is known or can be quantified, the lack of a quantitative assessment of the general goal leads to decisions about the use of resources based on descriptive hierarchies. This ensures the achievability of particular results with limited resources, but not their optimal use in relation to the achievement of a common goal.
