Protection of interethnic peace in Vietnam: achievements and challenges

The article describes the ethnic policy of the Vietnamese state that guarantees interethnic peace and harmony through the development of minirities languages, culture, equality and national unity. The overall socio-economic recovery under transition to a market economy, investments in infrastructure, and the attraction of external resources are identified as factors for the successful solution of these tasks. A number of contradictory trends and phenomena are revealed too. This is mass migration of representatives of the titular ethnic group to sparsely populated areas, which caused the spontaneous displacement of minirities from their traditional habitat, infringing on their interests and survival opportunities. The article also discovers the specifics of interethnic conflicts during the rennovation period, especially their growth on anti-Chinese grounds. The peculiarities of the authorities' reaction to attempts by external forces to split society along ethnic lines are disclosed. It is fixed the gradual transformation of the ethnonational policy of the CPV - from granting certain rights to ethnic minorities, including local autonomy, to greater consolidation and centralization of the country. State policy made it possible to maintain the trust of different ethnic groups in the Communist Party and the state, provided general consensus and stability in society, and confident control of the authorities over the internal situation. They takes into account the interests of neighboring countries where related ethnic groups live, using freedom of movement across borders, doing business, cultural exchange, etc. The importance of the experience of Vietnam national policy for the Russian Federation, the proximity of the positions and interests of the parties on the national agenda are recognized. As a result, it is recommended to study this experience, share it with colleagues from Vietnam, and apply it to solve national problems in Russia. The task of jointly resisting pressure and interference from the West has been defined.
