In the article the authors of consider the history of the development of the Siberian exile. Despite significant experience in use, the link until the 18th century was poorly organized and carried out haphazardly. The first monarch to undertake the ordering of exile was Peter I, and then, in the next century, M. Speransky. Thanks to their activities, the exile gained a legislative basis, became one of the main measures in the protective practice of the state.
