The article analyzes the composition of pupils and their progress in the secondary school of East Siberia. It is shown that although continuous, the increase in the number of students, however, did not provide the demand of the local society for secondary education. The article describes the educational process, which was determined by the overload of the curricula, weak consideration of the individual characteristics and capabilities of the children, the poorly equipped educational process, etc., which led to a huge number of repeaters and a significant drop out, which made secondary education even more inaccessible, in addition to small numbers of secondary schools.
