It’s first detail library research of the soviet history period on the eve of “perestroika”. We studied the main guidance documents in library area. We reviewed summery library statistics 1982-1985. The problems and disadvantages of state library policy are shown. We analyzed realization of this policy on practice. The article gives consolidated assessment of librarianship state in USSR by the beginning of 1985. Author used archive and other little-known sources.
