State and prospectives of human capital development in the Republic of Buryatia

The article is devoted to the assessment of the current state and dynamics of the human capital development at the regional level on the materials of the Republic of Buryatia in 1991-2018. Special attention is paid to the education as the main factor of formation and reproduction of the human capital. The need for an integrated approach in the management of demographic and migration processes, changes in migration flows in favor of the territories of advanced development of the Far East is emphasized. The authors associate the prospects of the human capital development with the creation of the necessary conditions for comfortable living of the population on the basis of state support tools that have proved their effectiveness in the regions of the Far Eastern Federal district.
