In this paper the author analyzes the English-American historiography of the second half of the XX - early XXI centuries on the problem of the state of power in the late Russian Empire. The main Russian bureaucracy and state-machine characteristics, proposed by foreign scholars, are defined and systematized. The author concludes that English-American works on the history of the pre-revolutionary Russian bureaucracy show the unity of scientific methodological approach.
