The States Cooperation in Combating International Terrorism

The article examines current issues of international cooperation between states in the field of combating international terrorism. The purpose is to analyze the evolution, current state, and prospects for the development of international legal and practical mechanisms of cooperation in this area. The research methods include historical-legal analysis, comparative legal method and a systematic approach to the study of international conventions, regional treaties, and practices of interaction between law enforcement agencies. The author analyzes the historical development and current state of the legal framework, including key international conventions, as well as the role of regional organizations such as the SCO and CIS. The special attention is given to practical mechanisms for cooperation, in particular the establishment and operation of joint investigative teams as an effective tool for investigating transnational crimes. The main conclusions are that, despite the developed legal framework, the effectiveness of cooperation is reduced by the lack of a universal definition of terrorism and the politicization of security issues. As ways to improve, the development of a comprehensive international convention, the implementation of norms on joint investigative teams into national criminal procedure codes, the expansion of informal interaction between law enforcement agencies, and the enhancement of the role of technologies to counter cyberterrorism are proposed.
