Improvement of state regulation of social protection of the population in the conditions of digitalization of services

Within the framework of the digitalization of the economy, a special place is given to the provision of public services in electronic form, while an important role is given to services in the field of social protection. The conditions of the 2020 pandemic led to a significant increase in the number of people in need of assistance, as well as to the restriction of access to social institutions, which radically changed the way of communication in favor of remote formats. The established indicators of the effectiveness of social protection bodies of the population do not fully reflect the direction of rendering state electronic services and should be supplemented. The transfer of part of the functions for receiving documents to multifunctional centers, the transfer of services to electronic form, and, as the next stage, the transition to a proactive (unapproved) procedure for their provision will lead to changes in the management system of the social protection industry in the direction of flexible management methodologies, elements of which are already being introduced into the activities of bodies authorities of the Voronezh region. The article discusses the current criteria for the effectiveness of work, a hypothesis is put forward about the need to revise the indicators, the introduction of flexible management methodologies in the process of state regulation of social protection of the population.
