Improvement of the state migration policy in the Russian Federation

Modern migration policy is not able to meet the needs for foreign labor that are available in the country today. The analysis of the modern system of attracting foreign workers in order to compensate for the needs of the domestic labor market, depending on professional qualifications in the conditions of the development of a market economy at the stage of the innovation market, does not seem perfect and has problems that come primarily from the imperfection of the mechanism of state policy. In particular, the problems of uneven quality of the migration flow are highlighted. As the result of the study shows, the main percentage of the migration flow consists of workers who are employed in low-skilled jobs. Highly qualified specialists make up a relatively small volume of the migration flow, in order to stimulate the influx of high-class specialists from foreign countries, it is necessary to take a number of measures that contribute to a more effective adaptation of migrants in Russian society.
