Improvement of public administration institutes in complex development projects realization

Article is dedicated to a problem of social effectiveness increase in complex development projects realization. Jobs creation and conservation for highly skilled workforce, developers and engineers employed in mass production of goods developed in Russia is considered as an example of such an effectiveness. Rationing as a tool of public administration of economy is considered.
