Improvement of the tools to support small and medium-sized businesses in the Krasnoyarsk region

Small and medium-sized forms of entrepreneurship (SME) are an effective method of organizing production and non-production activities. They have a significant impact on the economic development of the Krasnoyarsk region. SMEs contribute to saturating of the consumer market with high-quality goods and services of regional production, improving the standard of living and resolving employment issues by creating new jobs, increasing tax revenues to the regional budget. Entrepreneurship is a priority sector of the economy, which brings fundamental importance to economic and political stability, social mobility of society and creates a competitive environment [1,2]. The state support for small and medium-sized businesses is not always sufficient and effective due to flaws observed during the process of providing the assistance: in particular, evaluation of effectiveness and efficiency of the support programs implementation, procedure to select SMEs to receive state subsidies, and monitoring of the project implementation by recipients of support. The article discusses issues related to the improvement of SME support tools in the Krasnoyarsk region. As part of the improvement of support for SMEs in the region, the following activities are proposed: compliance of performance indicators of regional projects with their goals, simplification of conditions for obtaining subsidies, implementation and development of comprehensive training programs for entrepreneurs.
