Improving a managerial tool set for social and economic advancement of a region

The paper considered sustainable social and economic advancement the RF administrative regions are required to achieve as one of the most important tasks in ensuring competitiveness of the Russian economy in the world market. This paper examined the managerial tools for social and economic advancement of an administrative region, as follows: the long-term planning, the strategic planning, and the task-program planning. The study mentioned features of fundamental difference specific for the long-term planning comparing to the strategic one. The paper considered, within the scope of implementing tools specific for the strategic planning, the public-to-private sector partnership engine available to apply. The study cited for instance a successful practice of applying PPSP in the Tyumen administrative region when implementing the Uvat Project. Implementing the strategic planning tools may contribute to diversifying cooperation patterns with business entities in the region and shall be the basis for a detailed planning of regional advancement, for elaborating and implementing projects of social and economic growth.
