The improvement of personnel records management in local self-government bodies is an important aspect of the personnel policy being implemented. If the personnel records management is properly set, the employer is able to protect himself from an unscrupulous employee, and also, if necessary, indicate an insufficient level of performance of his duties. Therefore, compliance with the rules of personnel records management is especially important in the formation of the personnel policy of local governments. The level of professionalism of municipal employees determines the effectiveness of public administration. Professional training and retraining, advanced training of employees must be carried out during the entire period of work in the institution, since new technologies appear over time and the abilities of employees are not enough to carry out effective activities. The article presents an analysis of the personnel policy of the Administration of a rural settlement, reveals the shortcomings of personnel records management, justifies the need to create a personnel reserve. Considering the basics of the professional development of municipal employees, it was found that it is important for the successful functioning of the authorities and the satisfaction of the population with their work. The improvement of personnel policy in terms of professional training of employees will ensure the organization of the process of training the personnel reserve, their motivation for training and development.
