Improving the constitutional model of local self-government in Russia

The article presents the author’s idea of some problems and directions for improving the constitutional model of local self-government, initiated by the President of Russia in his Address to the Federal Assembly on January 15, 2020. The main goal of the planned changes is to increase the efficiency of interaction between state and municipal bodies as components of a unified system of public power. Among the problems discussed in the article: the possible replacement of local self-government by local government in certain territories; strengthening of cooperative relations between state and municipal bodies; regulation of citizens’ choice of the structure of local self-government bodies; search for the optimal balance of centralization and decentralization of power in municipalities, taking into account their consolidation.
