Improving measures in the public administration system to counter the coranavirus infection pandemic

Introduction: the article analyzes the features of the administrative policy of Russia during the pandemic. The measures of the authorities to protect the life and health of citizens, counteract the spread of the coronavirus infection COVID-19 are considered. Based on the existing world and Russian practice, problematic factors that impede the implementation of managerial actions of the authorities aimed at preventing and localizing the coronavirus pandemic are touched upon. Under the conditions of priority of rights, freedoms of citizens and their restrictions related to the pandemic, the level of development and implementation of new models of management, improvement of norms of administrative law to ensure national security of the state are of particular importance. Materials and Methods: the regulatory framework of the study is formed by regulatory legal acts and the administrative, managerial policy of the state in a pandemic. The methodological basis of the study was the general dialectical method of scientific knowledge, which is universal in nature, methods of logical deduction, induction, cognitive methods, comparison, analysis, generalization and description. The Results of the Study enabled the formulation of recommendations and proposals aimed at improving the preparation and adoption of management decisions, management actions by the authorities to prevent and contain pandemics and other sources of infection. Findings and Conclusions: the study of the measures of administrativelegal interaction between society and the state, peculiarities of the state policy in the conditions of the international pandemic substantiate the necessity of introducing certain changes in the conduct of administrative, managerial policy on improving the complex of measures necessary for the further safety of society and the state.
