Improving the methodology for assessing the effectiveness of state programs: the regional aspect

The programme methods of public administration are the subject of special attention by the authorities at various levels. Each subject of the Russian Federation has developed its own methods of assessing the effectiveness of state programs, based on Federal guidelines. The study of methods of different subjects allowed to systematize the criteria of efficiency and to identify their advantages and disadvantages. A modular approach to evaluation is justified, which allows to assess the effectiveness of programs in a complex way.
