Improving the methodology for assessing the competitiveness of regional procurement markets

The contract system of the Russian Federation was created to meet state and municipal needs for goods on the basis of market mechanisms, the main of which is the competition of suppliers. In this regard, the assessment of the competitiveness of public procurement markets in space (by region) and in time (in dynamics) seems to be an actual tool for managing the contract system. The authors substantiate the legality of using information about the savings received under the concluded contracts to assess the competitiveness of regional public procurement markets. The article provides an analysis of the methodology for building a rating of the regions of the Russian Federation by the level of competitive procurement used by the Accounting Chamber of the Russian Federation. The final indicator of the methodology is the purchasing competitiveness index, calculated taking into account the proportion of tenders held in the region with the number of participants 4-6, 7-9 and >= 10. Using the example of the regions of the Central Federal District of the Russian Federation, verification of this methodology was carried out by measuring the closeness of the correlation between various indicators of the competitiveness of regional public procurement markets (predictors) and relative savings on concluded contracts (response) in the context of the regions of the Russian Federation. The possibility of improving this technique by adjusting the weights is shown. The criterion for the selection of weights is the closeness of the correlation between the indices of competitive procurement and the relative savings on contracts in the regions, measured by long-term data. It is established that the purchasing competitiveness indices calculated according to the methodology of the Accounting Chamber of the Russian Federation using the original values of weights (0.1, 0.3 and 0.6) show a less close correlation with the relative savings on contracts than the indices calculated with equal values of weights. To improve this technique, it is necessary not only to clarify the values of the weights used, but also to revise the composition and number of groups with different numbers of bidders.
